Billy sits on a red and gray tricycle that's about 5.2 inches tall, with white mittens gripping the handlebars and shiny red shoes on the pedals. His white mask has bright red pupils, spiral patterns on his cheeks, and prominent lips. He wears a black suit over a white shirt chest and red bow tie, while long black hair sweeps back.

The packaging is black and blood red with a terrifying pig mask on the outside; the inside shows mottled blood red paint and intersecting chains. The figure is visible through a large window on the front and comes in a matte, embossed outer case with a custom plastic protector for maximum safety during shipping.
